The 3.5mm jack isn’t really for using headphones - it’s more for alternative audio-out options, in case you don’t want to use the audio from the HDMI cable. It’s way too loud because you are literally receiving the full and complete signal, without any volume control at all. You’d want to either plug your headphones into whatever device the HDMI cable plugs into (TV, monitor) or plug some other device into the 3.5mm jack (some kind of audio controller or speaker or sound bar or something) and plug your headphones into that device.

I set the Wii to 16x9 and configured the TV settings to scale the image to fill the screen

If not, turn off settings like "motion smoothing," "contrast enhance," "live color," "noise reduction," or others.
