Q: Is this 15 amp or 20 amp?

The manufacturer obviously does not know anything about electricity. Probably not even in the US. The question is referring to the outlets on the side. Can it handle 15 or 20 amps? Which is independent from the extension cord.

Q: Can you wind while plugged in ?

You can unwind while plugged in to the wall but anything plugged into the receptacles on the side of the storage wheel would have to be unplug because they spin with the wheel.

Q: Can this reel manage 20amps?

I am not an electrician, but it has handled several tools at one time. A compressor (3 gal), a skillsaw and a 1/2" drill. I know some of it will depend on the gauge of the extension cord you're using. I use 12/3 cord, and everything runs fine, but it is only 60'. To be sure and safe, check with an electrician.

The usefulness of the reel is that you can plug multiple things directly into the reel itself. Electric weedwackers generally only have a lead stub, so you want a single gang extension cord, not a multi outlet reel.
