I don't know about vinyl. I couldn't make a firm attachment to my 1" wide U shaped steel railing. It seems to be best designed to attach to a solid material like a wooden 2 x 4.

Definitely look at the measurements because it did not fit my rail my horizontal rail was too thick

I just nailed a less thick piece of wood on to the thicker one and attached the bath to that. Worked great
